Incident Summary:
A lone sailor was trying to return to his moored vessel in zero visibility, rowing a small inflatable with diesel and prrafin aboard. No radio and no phone signal. HMCG asked CRT to intervene, but he
would not listen, so local LB was tasked to get him safely to his vessel. He then called CG on VHF.
