MOP reported to NCI a swim buoy, no sign of swimmer. Visual established, HMCG informed. Swimmer seen on steps, who confirmed the buoy was his, and car keys and phone was with buoy.
CG updated, spare keys collected, and MOP later handed buoy into NCI - owner contacted.
