NCI observed 2 inflatable kayaks drifting out to sea. HMCG informed. No danger immediately but kept under observation. Attempted to contact with loudhailer. Casualties eventually reached rocks.
Kayaks abandoned, one was adrift up the channel. Casualties safe.
