NCI observed an inflatable, 2 POB, struggling to return to beach. Offshore wind and rain. HMCG informed, AWLB tasked as they were on exercise. LB spoke to casualties, who assured them
they could return to beach. LB waited until they were safely out of wind and close to beach.
