Incident Summary:
NCI observed a yacht towing a second larger yacht. The skipper of towing yacht was exhausted, and called several times on Ch65. Towed yacht then called and requested commercial sea rescue.
Sea rescue declined to help, HMCG contacted and AWLB was tasked. NCI tracked LB visually until out of sight, station was then closed.
